You need to save the tax-payer money. There are organisations which you think may, by virtue of being specialists in the various fields they serve and because they use volunteer labour, be able to deliver the services you want the public to receive more cost-effectively than professional public servants could. Most of these organisations (charities and social enterprises) receive substatial proportions of the funding on which their existence depends from or via local authorities. Because you need to save the tax-payer money, you have also decided to cut the funds provided to local authorities. They must in turn make savings by cutting the sums they spend on ……

You guessed it. This is called strategic thinking and behaviour?
